2 Foreign Agents Registration Act of 1938
Предусматривал, что лица и организации (как американские, так и иностранные), работающие на иностранных нанимателей (правительств и частных организаций, например, лоббисты, консультанты и т.д.) и получающие от них за это вознаграждение, должны регистрироваться в качестве иностранных агентов у министра юстиции США [Attorney General, U.S.] и представлять отчеты о своей деятельности.
